USL&H covers employees if any injury or death occurs while working on navigable waters, on a dock, during a dry dock or other areas commonly used by vessels. Workers' Compensation policies can be endorsed to offer coverage for the employee while working on land as well as for USL&H exposures.
The Merchant Marine Act of 1920, otherwise known as the Jones Act, is a federal act which provides benefits similar to Workers' Compensation to masters and crew of vessels. An employee working on a vessel in the capacity of an engine repairman, for example, may be covered by USL&H law while working on a ship while docked or navigating US waterways. However, that same employee doing the same job may become a "crew member" and therefore fall under Jones Act coverage while the ship is sailing.
